Both the space it teleports from and the space it teleports to must be in dim light or darkness. The Scarlett Brother can use this ability between the weapon attacks of another action it takes. Ki-Empowered Strikes: Unarmed strikes count as magical for the purpose of overcoming resistance and immunity to nonmagical attacks and damage.

Actions

Multiattack. The Scarlett Brother makes four attacks, each of which can be an unarmed strike or a dart attack. It can also use Shadow Jump once, either before or after one of the attacks.
