Leo's spellcasting ability is Intelligence (spell save DC 18). He can innately cast the following spells, requiring no material components:

At will: chill touch (2d8), prestidigitation, ray of frost (2d8), toll of the dead (2d8/12), gift of alacrity, knock, mage armor, magnify gravity, spray of cards, well of force

1/day: arcane eye, arcane hand (shaped like Death Kiss), bonesplinter's blade, dimension door, dream, summon spectator, wall of force

2/day: counterspell, speak with dead, teleportation circle, wind wall

3/day: animate dead, draco's breath, elatos' gambit, scorching ray, shatter, tasha's mind whip

Astral Cone. Leo's central eye emits an invisible, magical 100 ft. cone of astral energy. At the start of his turn, Leo decides which way the cone faces, if it is active, and rolls to see how reality is affected by the cone.

  1. Gravity Cascade. Creatures within the cone must make a DC 18 Con. save or suffer the effects of Magnify Gravity for one turn.
  2. Mass Negation. Creatures within the cone must make a DC 18 Str. save or all of their items become weightless, having their mass reduced significantly and gravity negated. Items not tied down begin to float away. Melee weapon attacks do half damage and ranged projectile attacks that pass through the cone will do no damage. This effect lasts for one turn.
  3. Stellar Fire. Creatures within the cone must make a DC 18 Wis. save or suffer the effects of Faerie fire for one turn.
  4. The Great Nothing. The cone fills with pure, inky darkness, heavily obscuring the area as with the Darkness spell. Creatures within the cone must make a DC 18 Dex. save to avoid falling damage as the cone shunts all inanimate objects out of reality temporarily, including the ground. Creatures affected by this effect automatically succeed on their next saving throw against the cone.
Shapechanger. As an action, Leo can change his shape into that of a humanoid. He retains his abilities and hit points while in this form, but not his actions, and can change back with an action. He can partially revert a single part of his body with a bonus action but must succeed a DC 14 Wis. save or lose control, causing the targeted body part to be either fully revealed or not at all (roll a d2).

Actions

Bite. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 4d6 piercing damage. 4d6   Eye Rays. The Astral Eye shoots three of the following magical eye rays at random (reroll duplicates), choosing one to three targets it can see within 150 ft. of it.

  1. Lunar Beam. The target must make a DC 18 Con. save or become blinded, unable to see anything around them in reality, instead percieving their surroundings as an endless dark sea with a full moon where Leo is positioned.
  2. Nebula Beam. The target must make a DC 18 Dex. save or take 2d6 radiant damage. If the creature fails the save, a cloudy nebula appears centered on their location, as with the Fog Cloud spell. The nebula lasts for 10 turns. 2d6
  3. Comet Beam. The target must make a DC 18 Con. save or take 2d6 cold damage. If the creature fails the save, the floor within 10 ft. of the target is covered in ice. Creatures that attempt to cross the ice must succeed a DC 18 Dex. save or fall prone. The ice melts in 10 turns. 2d6
  4. Magnetic Beam. The target must make a DC 18 Str. save or take 2d6 force damage. If the creature fails the save, any ferrous metal it is holding or carrying is repelled up to 30 ft. If the affected metal is in its bag or otherwise strapped down, it does not move. Affected items that the creature is holding are flung the full distance if the target fails their save. 2d6
  5. Solar Beam. The target must make a DC 18 Dex. save or take 10d8 fire damage. 10d8
  6. Dream Beam. The target must make a DC 18 Int. save or take 8d6 psychic damage. On a failed save, the creature is charmed by Leo.
  7. Visage Beam. The target must make a DC 18 Wis. save or be transformed into a painting of themselves on the nearest vertical surface for ten turns. The target can repeat the Wis. save at the start of each turn until the condition ends.

Legendary Actions

The Astral Eye can take 3 legendary actions, using the Eye Ray option below. It can take only one legendary action at a time and only at the end of another creature's turn. Leo regains spent legendary actions at the start of its turn.   Eye Ray. The Astral Eye uses one random eye ray.

A beholder like no other, born of a beautiful dream. His skin is like dark, smooth slate. His central body is scarcely wider than your shoulders, a large eye set into its center like a dark gemstone. Seven primary eye stalks extend from his body, each ending in a blank, pearl-like eye. Leo, like all beholders, was born from the dreams of another beholder. Dreams are often influenced by reality, but beholders are alien creatures, with dreams so powerful that they can influence reality back. Leo's parent beholder discovered an artifact known as the "Stellar Sea of Astera", a legendary painting created by a daughter of Antiope. When it beheld the painting, it was unable to understand its beauty the way we do, but found it amusing that such a "mundane" object had been infused with such great arcane power. It fell into a slumber while pondering the painting, resulting in a dream, both of the painting itself and its contents:   An endless sea of stars, with clouds of stellar dust shimmering in every color between them, all being observed by the woman outlined at the top of the hill in the forefront of the painting, who is peering down an astrolabe into the starry night.   And so its dreams influenced reality, creating a beholder influenced by the beauty of the stars and the beauty of mortal art: The Astral Eye.
