The least well-understood Kagomine head of bureau inside the Secretary of State. While all three 'pillars' are nominally equal, with policy being slightly ahead, just from a decisional perspective, and Classification being all about secrets, Community's main focus is about building good will to other nations, without necessarily getting something in return(many think this implies policy's all about the return, which in some ways is true, but not all ways.)
