Second Treaty of Lervailles

Being that we recognize the need for the protection of medical personnel in war zones, we make the following provisions binding amongst ourselves:

  • We recognize that duly marked medical personnel, hereafter defined, but not limited to:
  • Nurses, Doctors, Anaesthesiologists, Veterinarians, Surgeons, and all others duly registered and allowed to practice in our respective jurisdictions.
  • Require and need the protection of this treaty to operate safely.

    Shockingly initated at the request of the Kagomine delegation, the Kagomine Lifeguards, who are all trained as medics and most of which are sorcerers, are excluded from the protection of this treaty, for two stated reasons:

  • They are allowed to bear arms, being an armed service, and are all issued service weapons.
  • Those that are not, are sorcerors, and are even more dangerous without.
  • The actual reason, would be more nuanced, but includes the above, certainly, but while they are officially all medically trained, and required to be proficient as such, most of their duties are as police forces. The idea that Kagomine police forces could be protected under treaty has most of their allies worried, and their enemies apopletic. The classification of Lifeguards as medics going back to the birth of the nation, and effectively started by the founders of Kagomei means there is no political tolerance inside Kagomei for reversing this, while the possibility of seperating the medical and peacekeeping functions finds little value, as the Lifeguards, as they are known, are often the leading praticitioners of medicine in Kagomei, and routinely staff all hospitals, clinics and long term care homes, when needed.  

    Adoption

    Within Arnd, only Kagomei is famous for not being a member, for the reasons mentioned above. Provinces of countries predating the treaty by a wide margin were invited as signatories, even if it was only binding if their parent nation also signed(some provinces changed hands so much before the pact of Eurani, it was felt they needed to sign not to opt out just by being conquered).
